I have actually seen posted online here in Bulgaria that TikTok (through sub-contracts with another company) is still hiring for moderators in Sofia for a lot of languages.
So I think its a more common case of relocating to a cheaper country, maybe?
Or maybe they are actually reducing head-count and keeping a smaller team in Bulgaria?

It’s definitely seems that outsourcing to cheaper countries is an increasing strategy
