I want to turn on my TV, have a list of potential movies and TV to watch, click something, have my computer/server DL it on the computer, and stream it to my TV.
Can you really break it down for me? I have Jellyfin on my computer/TV, but I hate having to DL the file and move it myself. I know radarr can do something like this, but whenever I google it, I get a bunch of term I don’t understand.

You indeed want something like Radarr and related tools. The bad news is it is technical to set up. The good news is there are guides and videos you can find that help explain the process e.g. https://wiki.servarr.com/en/radarr

I don’t know any specifically but you might be able to find some. The site I linked has a decent guide. I’m afraid it doesn’t get that much simpler.
What you’re describing sounds a lot like stremio which I have been using for a couple years. It’s not super technical to setup, but I recommend adding a debrid subscriptions (<20$ / year). And there’s an Android tv app !
