    This would suppose people have a “corrupt” nature that they have or don’t have, and have no desire nor ability to change. Doubtful, personally.

      No it doesn’t.

      Corrupt people are taught to be corrupt, whether intentionally or by example. Like having a terrible parent who teaches them that selfishness and taking everything is how they should behave.

      But once someone has chosen that path they tend to look for opportunities, and that includes positions of power. They can change, sure, but people who have been corrupt for decades are very unlikely to change especially if they have benefitted from corruption.
