Dude is actually decent “enough” at public speaking. He just spouts garbage.
As someone who does it that is a professional view
Likewise saying he has dementia is borderline offensive if you have been in that context. And his style of speech and content says nothing to that effect

As someone who knows multiple older people who had dementia… this is not it.
Maybe some regular “old brain” stuff but the man is his usual riffing off-the-cuff self.

Just that as someone giving speeches and answering questions when he stays on script and doesn’t have his flights of fancy (which still frankly play well to _his _ crowd) he has decent enough delivery
If not too painful watch him live sometime. He’s an idiot and full of garbage but he can hit his lines well enough to stay on stage with other professional politicians. Not sure if you realize that itself is a marker of some level of skill
